We are seeking a seasoned and enthusiastic leader to be responsible for the administration, organization, direction and coordination of the following sections:
  • Wastewater Operations: includes two treatment plants - Wildcat and Rio de Flag
  • Field Services: consists of water distribution, wastewater collection and reclaimed water systems
  • Water Treatment and Production: the Lake Mary Plant and 27 wells
  • Water Resources: oversee water adequacy, conservation and GIS
  • Utilities Engineering: manage capital improvement projects and industrial waste monitoring
  • Storm water Management
The Utilities division is an enterprise fund with financial resources totaling over $17 million for water and wastewater and another $1 million for the storm water utility. These financial resources include a capital outlay for the entire utility of approximately $6.5 million per year for equipment and capital improvement projects.

We will rely on your experience to perform the primary function of leading Utility personnel and fulfill the water, wastewater and storm water needs for the municipal organization, City Council and the community. This requires strong leadership skills, technical knowledge, budget planning and coordination of resources. You will also have organization-wide responsibilities such as participation in the information technology, emergency operations center and facilities cabinets, representing Utilities on the City Manager’s Leadership Team and is the Water Commission liaison.

You will also be responsible for the day-to-day oversight of the utility division which includes the production of quality water, determining rate structures, managing financial assets, responding to emergency situations such as water line breaks or equipment failure, managing risks, ensuring safe operations of plants, compliance with regulations and keeping up with utility technological advances. You will be an integral part of developing water resources for the community by working with internal and external legal counsel, negotiating with tribes, preparing short and long term plans, determining water usage and communicating with regulatory agencies such as ADWR, ADEQ and EPA.
This position is FLSA exempt.

Job Requirements

MINIMUM REQUIREMENTS

  • Bachelor’s degree in a science-related field such as Engineering, Chemistry or Biology; a master’s degree in Business or Public Administration or related field is preferred
  • 10 years of progressively responsible administrative and managerial experience in a municipal utility including:
    • 5 years of supervisory experience
    • 2 years of capital improvement plans, projects, and construction
    • 3 years using computer modeling programs and relational databases
  • Certified as a Level 4 Grade in the water and wastewater treatment process
  • AZ state certification must be obtained while employed
  • Certification as a Professional Engineer highly desirable
  • Valid AZ driver’s license
